A collet is a device for holding a spindle or a rotary tool such as a drill. It consists of a hollow metal cylinder with several slits along part of its length. It is sized so that the tool is a sliding fit inside it. The slits then allow it to be squeezed by some mechanism in order to securely grip the tool.
