adding a topic

it seems that pressing alt+shft++ gets one to this editing page, but no menu/tabs do

For me, Alt+Shft++ on the View tab takes me to Change protection level for "Main Page".

While on the Discuss tab it takes me to Editing Talk:Main Page (new section).

Also, whilst on the Discuss tab, I have Edit Discussion under the Other tab, which allows me to edit the entire Discussion page.

I guess Alt+Shft++ would be different on a Mac. On a tablet you wouldn't evenhave an Alt key!
