Magnetic reluctance is a measure of the reluctance of a magnetic material to change its state of magnetisation. Permanent magnets are made of materials with high reluctance, which is what allows them to be permanent. The core of a transformer on the other hand, must have a low reluctance as it will be remagnetised in the opposite direction of every half cycly of he power applied.
